The House Committee on Basic Education and Culture chaired by Rep. Roman Romulo (Lone District, Pasig City) approved on Tuesday the “Good Manners and Right Conduct (GMRC) Act of 2019,” which seeks to institutionalize the inclusion of GMRC as a separate subject in Kinder to Grade 3 levels.
The unnumbered substitute bill consolidates House Bill No. (HB) 1 authored by Speaker Alan Peter “Compañero” Cayetano, HB 609 by Rep. Resureccion Acop (2nd District, Antipolo City), HB 721 by Rep. LucyTorres–Gomez (4th District, Leyte), HB 3970 by Rep. Jose Antonio Sy-Alvarado (1st District, Bulacan), and HB 4259 by Rep. Lorna Silverio (3rd District, Bulacan).
The measure provides for the inclusion of the GMRC subject, taking into account the Edukasyon sa Pagpapakatao Curriculum of the Department of Education’s (DepEd) K-12 program. Continue reading →
The House of Representatives has started raising funds for victims of the earthquakes that hit Mindanao last month.
Speaker Alan Peter “Compañero” Cayetano bared the fund raising endeavor of the House during the Congressional Spouses Foundation, Inc. (CSFI) Giant Christmas Tree 2019 Launch held at the House Main Lobby on Monday afternoon. The Speaker, together with his wife Rep. Maria Laarni Cayetano (2nd District, Taguig City-Pateros), Deputy Speaker Paolo Duterte, Majority Leader Ferdinand Martin Romualdez and Minority Leader Bienvenido Abante led the lighting of the giant Christmas tree to mark the start of the House preparation for Christmas.

The House Committee on Disaster Management, in a hearing presided by its Chairperson Rep. Lucy Torres-Gomez, was briefed today by Department of the Interior and Local Government Assistant Secretary Felix Castro on the current status of the Marawi Rehabilitation, headed by Task Force Bangon Marawi. The task force is composed of 56 government agencies tasked by the President to rehabilitate Marawi after it was devastated by terrorism that lasted for 5 months and affected 114,000 families. The total amount of funds earmarked for the rehabilitation is P13.1 billion, which is expected to be completed by the end of 2021.
The committee is responsible for all matters directly and principally relating to disaster and calamities, whether natural or man-made, as well as policies, plans, programs and projects related to disaster risk and vulnerability reduction and management including disaster preparedness and resiliency, relief and rescue, recovery, rehabilitation and reconstruction.
Recognizing the importance of the barangay as the basic unit in our society and the frontline in the delivery of government series, Leyte Fourth District Rep. Lucy Torres-Gomez filed a bill that would empower the barangays and their officials and would also develop and improve the general welfare of the residents.
The lady solon filed House Bill 4083 or “Magna Carta for Barangays Act of 2019” which seeks to promote, develop and improve the general welfare of the barangay and its residents, raise the economic and social status of barangay officials and to grant every barangay the basic facilities for decent, healthy and comfortable living.
